Yep, I can't get the 99 cent shipping either. However, I do get $5 off any order as long as I am logged into Target.com.
I did get the $5 off but it cost 5 to ship it wheres the .99 shipping?
at the checkout page after adding the coupon it says
The items in your cart do not yet meet the minimimum requirements for the promotion you entered
have to spend 50 0r more for 5 off
